Lawnmower will not turn over?

I have a old lawnmower that will not start. Got a brand new battery and still nothing. I took some jumper cables and hooked it up to the battery and went straight to the starter so I would bypass everything, which should have started it. All it did was made some sparks on the starter terminal. The starter didn't turn over at all. What sounds like the problem?
